An act of the Duma and the State Council of Imperial Russia dated 19 September 1906 provided for the free distribution of land to those willing to settle in the Altai region of the Kulunda Steppe. In total, over 26,000 square miles was set aside for settlement under this act.
The majority of the Germans who settled in the Altai area were Mennonites from the Molotschna and Choirtza areas of the Black Sea region, but there were also Mennonites who came from the colonies in the Volga German area.
